The bill by the former chairman of the National Human Rights Commission(NHRC), Chidi Odinkalu,  described as unnecessary.
Such critics say there are already enough existing laws that only need to be implemented and that the bill was designed to muscle NGOs and Civil Society Organisations (CSOs).
However the National Assembly on Tuesday, September 26, says it cannot be intimidated into abandoning its legislative duty of providing a platform for Nigerians to agree or disagree on any proposed legislative measure.
The speaker of the House of Representatives, Yakubu Dogara, stated this in his address to welcome lawmakers after the seven-week recess.
